AI Governance in Practice: From Policy to Execution
Having an AI governance policy is no longer a differentiator — it is table stakes. What separates leading organisations from the rest is the ability to operationalise governance: translating principles into processes, embedding controls into workflows, and creating accountability structures that scale with AI adoption.
The Governance Gap
Research consistently shows a significant gap between AI governance aspirations and operational reality. Organisations develop comprehensive AI ethics principles and governance policies, but these documents often remain disconnected from the daily realities of AI development and deployment. Teams building AI systems may be unaware of governance requirements, unclear on how to apply them, or unable to comply without slowing down delivery.
This gap creates real risk. When governance exists on paper but not in practice, the organisation faces regulatory exposure, reputational risk, and the potential for AI systems to cause harm that the governance policy was designed to prevent. Closing this gap requires more than better documentation — it requires fundamentally rethinking how governance integrates with AI operations.
The Three Pillars of Operational Governance
Effective AI governance operates across three pillars: organisational (who is responsible), procedural (what processes must be followed), and technical (what controls are embedded in systems). All three must work together. Organisational governance without procedural mechanisms creates accountability without action. Procedural governance without technical enforcement creates processes that people circumvent. Technical controls without organisational context create automation without judgment.
Organisational Governance
This pillar establishes clear roles, responsibilities, and accountability structures. It defines who owns AI risk at the board level, who makes decisions about high-risk AI deployments, and who is responsible for ongoing monitoring. Effective organisations create AI governance committees with cross-functional representation: technology, legal, compliance, business operations, and ethics. These committees make decisions that no single function can make alone.
Procedural Governance
Procedural governance defines the workflows that ensure AI systems are developed and deployed responsibly. This includes risk assessment procedures for new AI initiatives, review and approval gates before production deployment, incident response protocols for AI failures, and regular audit processes for deployed systems. The key is designing procedures that are proportionate to risk — lightweight for low-risk applications, rigorous for high-risk ones — so that governance enables rather than blocks innovation.
Technical Governance
Technical governance embeds controls into the AI development and deployment pipeline. Automated bias detection in training data. Model performance monitoring in production. Drift detection that triggers human review. Audit logging that captures every decision made by every model. These technical controls ensure that governance requirements are met consistently and at scale, without relying solely on human diligence.
The AI Registry: Central Nervous System
An AI registry is the foundational tool of operational governance. It is a centralised catalogue of every AI system in the organisation, documenting its purpose, risk classification, data sources, model characteristics, deployment status, responsible owner, and compliance status. Without a registry, governance is blind — the organisation cannot govern what it cannot see.
The registry also serves as the single source of truth for regulatory compliance. When regulators ask what AI systems the organisation operates, the registry provides the answer. When the EU AI Act requires documentation of high-risk systems, the registry contains the information. When an incident occurs, the registry identifies the system, its owner, and its risk profile.
Scaling Governance with Maturity
Governance requirements should scale with organisational AI maturity. An organisation deploying its first AI system needs basic governance: risk assessment, owner assignment, and monitoring. An organisation running dozens of AI systems in production needs sophisticated governance: automated pipeline controls, continuous monitoring, model risk management, and regulatory reporting. Attempting to implement enterprise-grade governance before the organisation is ready creates friction without proportionate benefit.
The most successful governance programmes start simple and evolve. They establish the minimum viable governance framework, demonstrate its value through early AI deployments, and then incrementally add sophistication as the AI portfolio grows. This approach builds organisational buy-in and ensures governance evolves alongside the technology it governs.
